Terms and Conditions of Use

CENRO Lipa Information & Communication System (CLICS)

1. Acceptance of terms

By creating an account or using CLICS, you agree to be bound by these Terms and Conditions. If you do not agree, do not register or use the system.

2. Eligibility

CLICS is for personnel of the DENR - Community Environment and Natural Resources Office (CENRO) Lipa. You must provide your real identity and current work information.

3. Account registration and approval

• You must give complete, true, and accurate information and keep it up to date.
• You must verify your email address with the one-time code sent to you.
• Your account stays inactive until an administrator approves it. The office may approve, reject, or delay any request without obligation to explain.
• One person may hold one account only. Do not register on behalf of another person.

4. Account security

• Keep your password confidential. Do not share your account or credentials.
• You are responsible for all activity under your account.
• Report any unauthorized access or suspected breach to the system administrator immediately.

5. Acceptable use

You agree to use CLICS for official work purposes only. You must not:

• access, copy, alter, or delete data or records you are not authorized to handle;
• upload false, misleading, unlawful, or malicious content, including malware;
• attempt to bypass security controls, probe for vulnerabilities, or disrupt the system;
• use CLICS for personal gain, harassment, or any activity that violates law or government policy;
• disclose confidential contract, personnel, or office information to unauthorized persons.

6. Records and contract information

Documents and data you enter in CLICS may form part of official government records. They are subject to applicable laws on records management, audit, and government procurement and contracting. You may not treat such records as private property.

7. Monitoring and audit

The office may log and review account activity for security, audit, and compliance purposes. Logs may be used as evidence in administrative, civil, or criminal proceedings.

8. Suspension and termination

The office may suspend or deactivate any account at any time, with or without notice, for a breach of these terms, a change in employment or assignment, prolonged inactivity, or security reasons.

9. Availability and liability

CLICS is provided "as is". The office does not guarantee uninterrupted or error-free service and may perform maintenance or change features at any time. To the extent allowed by law, the office is not liable for loss or damage caused by system downtime, misuse of your credentials, or your failure to follow these terms.

10. Intellectual property

The CLICS software, design, and content belong to the office or its licensors. You receive a limited, non-transferable right to use the system for official purposes only.

11. Changes to these terms

The office may update these terms at any time. Continued use of CLICS after an update means you accept the revised terms.

12. Governing law

These terms are governed by the laws of the Republic of the Philippines. Disputes fall under the proper courts and administrative bodies of the Philippines.

Data Privacy Notice (Data Privacy Act of 2012, RA 10173)

CENRO Lipa respects your right to privacy and processes your personal information in accordance with Republic Act No. 10173 (Data Privacy Act of 2012), its Implementing Rules and Regulations, and issuances of the National Privacy Commission (NPC).

1. Personal information we collect

• Identity: first name, middle name, last name, birthday.
• Contact: email address, phone number.
• Employment: division/section/unit, position, employment status.
• Account: password (stored only as a one-way hash), verification and approval status, login and activity logs.

2. Purpose of processing

• To create, verify, and manage your CLICS account.
• To confirm your identity and authorization before granting access.
• To send verification codes, notices, and system-related communications.
• To manage contract records, assignments, and workflow within the office.
• To keep the system secure, prevent fraud and misuse, and support audit and reporting requirements.

3. Legal basis

We process your information based on your consent, and as necessary to fulfil the office's functions and legal obligations as a government agency, as allowed under Sections 12 and 13 of the Data Privacy Act.

4. Sharing and disclosure

We do not sell your personal information. We share it only with authorized office personnel, and with other government agencies, auditors, or courts when required by law, regulation, or lawful order. Any service provider that handles data for us (for example, email delivery) must protect it under a data sharing or processing agreement.

5. Storage, retention, and disposal

Your information is stored in the office's system and kept only as long as needed for the purposes above, or as required by records retention rules for government agencies. When no longer needed, it is securely archived or disposed of.

6. Security measures

We apply organizational, physical, and technical safeguards, including password hashing, email verification, role-based access, and administrator approval of accounts. In case of a personal data breach, we will notify the NPC and affected data subjects as required by law.

7. Your rights as a data subject

• Right to be informed about how your data is processed.
• Right to access a copy of your personal data.
• Right to object to processing, or to withdraw consent.
• Right to correct inaccurate or outdated data.
• Right to suspend, withdraw, or order blocking, removal, or destruction of data, where allowed by law.
• Right to data portability, where applicable.
• Right to file a complaint with the National Privacy Commission (www.privacy.gov.ph) and to claim damages for violations of your data privacy rights.

Withdrawing consent may mean your account can no longer be kept active. Some data may still be retained where the law requires it.
